Definition

Cross-Site Coverage Balance Index measures how often all monitored sites stay inside their defined risk band during coordination windows.

Formula:

Cross-Site Coverage Balance Index = (intervals with all sites in band / total monitored intervals) x 100

Why this KPI matters

Single-site recovery can hide network-wide damage.

This KPI checks whether cross-site decisions reduce total risk instead of shifting risk.

How to calculate it in 5 minutes

  1. Define risk-band threshold per site (coverage floor + queue-age rule).
  2. Use 15-minute intervals during coordination windows.
  3. Count intervals where every monitored site remains within band.
  4. Divide by total intervals and multiply by 100.

Example:

  • 40 monitored intervals
  • 31 intervals where all sites were in band
  • Index = (31 / 40) x 100 = 77.5%

Suggested operating bands

  • 90-100: Balanced network control.
  • 80-89: Watch zone. One recurring donor/receiver pair is weak.
  • 70-79: At risk. Transfer logic is too reactive.
  • <70: Unbalanced network. Rollback and donor-floor rules need redesign.

Segment cuts that matter

Break index by:

  • Site pair (donor -> receiver)
  • Time window
  • Trigger type (absence, queue surge, handover risk)
  • Transfer duration band

If one site pair causes most imbalance, refine rules for that pair before global changes.

What to do when index drops

  1. Audit transfers where donor fell below floor.
  2. Add stricter donor floor validation before approval.
  3. Shorten transfer duration and increase checkpoint frequency.
  4. Require rollback owner on every cross-site move.
  5. Re-run one week with tightened rules and compare trend.

Weekly review questions

  • Which donor/receiver pair had most imbalance minutes?
  • How often did rollback trigger too late?
  • Which transfer durations perform best?
  • What one rule will raise index by at least 5 points next week?
